Transportation is one of the important sectors in supporting equitable distribution and development progress, both nationally and on a regional or regional scale. The train is one of the modes of transportation that has played a significant role in driving the wheels of development invarious countries for a long time.


Trains are highly expected to be the safest, cheapest, reliable, and fast mode of transportation, and anti-traffic congestion ad described in Law Number 23 of 2007. However, the problem that can interfere with the current operation of the train is the occurrence of accidents. One of the indicators of the safety-based railway operation taking into account the number of accidents, accidents that can be minimized and can be interpreted as can increase in the safety factor. Safety is an activity that needs to be worked out by making all conditions those required for all components in the operation of the railway. This requires a commitment that is the goal of operation by railway stakeholders in Indonesia, but even so, some train accidents still occur despite continuous efforts to improve safety by both regulators and organizers and the public. The slightest mistake can be a threat to safety which in the end can cause loss of life or property.


The current operation of the railway, by Law Number 23 of 2007 concerning Railways, is no longer a monopoly in its implementation, in the sense that private parties with Indonesian legal entities, Provincial Governments, and Regency/ City Governments are allowed to become operators which include operators of the railway infrastructure, operators of railway facilities or at the same time the operator of railway infratstructure and facilities. The safety aspect of the railway is a priority, for the safety of the railway sector must be supported by all aspects of the operation of the railway, namely the rolling stock aspect, infrastructure aspect, operational aspect, and Human Resources aspect. Operators of railway infrastructure and facilities are required to carry out inspections and maintenance so that railway infrastructure and facilities remain in a condition suitable for operation. Inspections are carried out periodically, for railway infrastructure and rolling stock, including daily inspections, monthly inspections, six-monthly inspections, and annual inspections. In order to improve railway safety, the railway operator must develop and implement a Railway Safety Management System.
